In his annual Address to the people of Kazakhstan, President Kassym-Jomart Tokayev announced a systemic modernisation of the housing and communal services, the construction industry, and water resource management. The head of state described these sectors as being in a critical condition and demanded that the government take emergency measures to resolve problems that have accumulated over decades.

In the East Kazakhstan Region, there is an acute shortage of immunoglobulin. The drug has run out in many medical organisations, and doctors admit that they are often unable to help those bitten by ticks. Meanwhile, the season of arthropod activity continues, and the risk of contracting tick-borne encephalitis remains high.
