The document envisages a 1.5 to 2.5-fold increase in veterinary salaries, an 80% upgrade to the material and technical base, and large-scale digitalisation of the sector. At the same time, systemic problems in veterinary medicine — staff shortages, disease outbreaks, and corruption — have not gone away.
