Official responses from state bodies regarding the situation with the slaughterhouse in the village of Panfilovo, Almaty Region, have shown what violations were identified at the facility and what measures have already been taken. At the same time, some departments reported that they had not conducted inspections for reasons provided for by legislation.
WHAT THE VETERINARY AUTHORITIES REPORTED
The FBK editorial team received official responses from state bodies to requests sent after the publication about complaints from residents of the village of Panfilovo about the operation of the slaughterhouse. The documents reveal the results of inspection activities and the position of each department.
According to the Committee for Veterinary Control and Supervision of the Ministry of Agriculture, no official request from the office of the akim of Panfilovo rural district regarding an unscheduled inspection was received by the territorial inspectorate.
At the same time, the committee reported that the slaughter point on the territory of the «Zhuldyz» market has a valid registration number assigned to sole trader N. Katubayev on 26 June 2024. A state veterinary and sanitary inspector has been assigned to the facility and carries out daily control. A veterinary and sanitary examination laboratory also operates on the site.
At the same time, the inspectorate identified violations of veterinary and sanitary requirements. On 20 July 2026 the tenant was issued an order to eliminate the violations. It required bringing the premises into a sanitary condition, timely removal of waste, bringing refrigeration equipment into compliance with requirements, ensuring the operation of a disinfection barrier, installing sewerage and carrying out laboratory testing of products.
As of 29 July 2026, the order had been fulfilled to 75%. Due to the failure to comply with some of the requirements, a protocol on an administrative offence was drawn up against sole trader N. Katubayev under subparagraph 2 of part 1 of Article 406 of the Administrative Offences Code of the Republic of Kazakhstan (“Failure to comply with veterinary (veterinary and sanitary) rules, requirements and veterinary standards”) and administrative liability measures were applied.
WHAT OTHER VIOLATIONS THE INSPECTORS FOUND
Since the beginning of 2026, two violations of veterinary legislation have been identified on the territory of the «Zhuldyz» market, for which fines of 43,250 tenge were imposed.

In addition, inspectors discovered three entities which, according to the committee, were processing animal internal organs in rented premises without a veterinary and sanitary conclusion and a facility registration number. They were brought to administrative liability, the market administration terminated their lease agreements, and on 31 July 2026, the market management company LLP «La fattoria» also received an order to eliminate the violations.


WHY THE SANITARY SERVICE DID NOT CONDUCT AN INSPECTION
According to the Talgar district department of sanitary and epidemiological control, slaughter points are not included in the list of facilities subject to state sanitary and epidemiological control, so no inspections of the facility and no unscheduled inspection in response to the complaint were carried out.
The department also stated that the sanitary buffer zone for slaughter points with a capacity of 10 to 30 tonnes of meat per day is 300 metres, but it cannot determine the actual distance to residential buildings, as this falls within the competence of the authorised body. Furthermore, a sanitary and epidemiological conclusion is not issued for such facilities.
WHAT THE ECOLOGISTS AND THE PROSECUTOR'S OFFICE SAID
The Department of Ecology of Almaty Region reported that no state environmental inspection was carried out in response to the complaint. The department also noted that the assessment of ambient air quality and the impact of unpleasant odours falls within the competence of the sanitary and epidemiological control authorities.
In turn, the prosecutor's office of Talgar district also reported that it had not conducted any inspections of the slaughterhouse's activities during the specified period. According to the prosecutor's office, citizens' complaints were forwarded to the authorised bodies, since the prosecutor's office does not substitute the functions of other state bodies.
