Two identical Shacman lorries with the same state registration number were stopped on the Astana — Karaganda — Almaty motorway. A check showed that the second vehicle's number did not match its VIN code, and the vehicle itself was not registered.
HOW THE LORRIES WERE SPOTTED
According to the Telegram channel “HALYQSTAN”, on 15 September officers of the Police Department (PD) of Akmola Region stopped two identical Shacman lorries at the 29th kilometre of the Astana — Karaganda — Almaty motorway while on patrol. The vehicles were of the same model and the same colour, and both bore the same state registration number.
A check of the first lorry revealed no violations. The second vehicle's state registration number did not match its VIN code. In addition, the vehicle was not registered.
WHAT THE DRIVER SAID
The second lorry was driven by a resident of Astana. He explained that the vehicle did not belong to him and that he worked as a driver on it.
Zhengeldi Alibekov, Commander of the 1st Platoon of the Patrol Police Company of the PD of Akmola Region, said that he had encountered such a case for the first time.
WHAT DECISION THE COURT MADE
A court hearing was held on this matter. The driver was given three days of administrative arrest and deprived of the right to drive vehicles for one year.
An administrative case was also opened against the owner of the second vehicle for fitting a false state registration number.
CONTEXT
Such schemes involving the registration details of freight vehicles are not isolated. The same vehicle details may appear in different registration records, and discrepancies between databases come to light only after disputed situations arise.
Earlier, FBRK examined in detail one such story involving six tractor units that Vektor Shipping Co LLP temporarily imported into Kazakhstan in 2017–2021 and then officially exported back.
Later, Jasyl Damu JSC went to court demanding that the company pay a recycling fee. A comparison of registration data revealed that the same VIN numbers simultaneously appeared in the databases of Kazakhstan and Russia: in the Kazakh database — now under different owners and with different state numbers — while the original tractor units continued to be listed as registered in Russia.
A separate issue in the freight transport control system concerns compliance with weight limits.
Earlier, FBRK reported cases in which cement tanker drivers bypassed weight control points in Zhetisu Region. In Kerbulak District, lorries were caught on video driving past automated measuring stations (AMS). Among them were vehicles bearing the logo of KazAvtoZhol NC JSC. The company stated that the violations had been rectified, but later a new video recording appeared showing another bypass.
On the night of 28 August, unidentified persons set fire to an AMS station on the Astana - Karaganda highway. The Police Department of the “Saraishyk” District of the Astana Police Department reported that the CCTV camera on that section of the highway was not working.
In January 2026, FBRK studied the operation of AMS in detail. An analysis of documents, official responses from government bodies and statistics showed that after the launch of automatic issuance of rulings via the Unified Register of Administrative Proceedings (URAP), prosecutors' offices began reviewing some administrative proceedings related to the operation of individual AMS.
