The Prosecutor's Office of the Korday District of the Zhambyl Region has uncovered violations of entrepreneurs' rights by the Department of Agriculture and the Taraz Social and Entrepreneurial Corporation (SEC) in the implementation of the state programme "Aul Amanaty".
According to the press service of the authority, an inspection revealed that 102 rural businesspeople, who had received concessional loans to develop livestock farming, had fulfilled all their contractual obligations on time.
Despite the full and timely repayment of the loans, the authorised bodies did not return their collateral documents for 6 months. This effectively restricted the entrepreneurs from disposing of their own assets and violated their legal rights.
The appeals from the rural businesspeople were met with no proper response, which forced the prosecutor's office to intervene.
As a result of supervisory measures, all encumbrances were lifted, and the collateral documents were returned to their owners. The officials who had allowed the procedures to be delayed were held disciplinarily responsible.
Recall that earlier the Supreme Audit Chamber completed an audit of the activities of SECs and their impact on regional development. The audit revealed financial violations totalling 138 billion tenge, ineffective planning amounting to 14.5 billion tenge, as well as inefficient use of the budget and assets totalling 33.6 billion tenge.
