President Kassym-Jomart Tokayev stated that fulfilling social obligations is a constitutional duty of all branches of government. The head of state also cited data on social spending and assessed current measures of support for the population.

WHAT THE PRESIDENT SAID

At a ceremonial event marking Medical Workers' Day, Kassym-Jomart Tokayev emphasised that, according to the new Constitution, Kazakhstan is a social state.

In his words, fulfilling obligations in the social sphere is a constitutional duty of all branches of government, including the Government.

The President noted that this duty is being carried out. He stated that in 2025, over 9 trillion tenge was allocated from the republican budget for social needs, amounting to nearly $18 billion.

WHICH SOCIAL PROGRAMMES THE HEAD OF STATE HIGHLIGHTED

Kassym-Jomart Tokayev stressed that the implementation of the Guaranteed Volume of Free Medical Care Programme is also a constitutional duty.

According to the President, this programme stands out for its social orientation and, as he noted, has no equivalent abroad in terms of the number of free medical services. The head of state called it one of the country's real achievements.

WHICH FAMILY SUPPORT MEASURES THE PRESIDENT MENTIONED

The President drew attention to measures supporting women after childbirth. He noted that the country provides a three-year maternity leave with corresponding payments and job retention.

Kassym-Jomart Tokayev said he had studied similar systems during his work in Switzerland. According to him, neither that country nor other Western nations have an equivalent system.

WHAT WAS SAID ABOUT MEDICAL TOURISM

The head of state stated that thanks to the introduction of innovations, high treatment standards, and a balance of price and quality of medical services, the country is strengthening its position as a regional centre for medical tourism.
