31 August saw a series of staffing appointments in Kazakhstan. Yerlan Karin became vice-president, Olzhas Bektenov was re-appointed prime minister, and Aida Balayeva was given the post of deputy chair of the Security Council.
WHAT CHANGES HAVE BEEN MADE TO THE SECURITY COUNCIL
By decree of President Kassym-Jomart Tokayev, Aida Balayeva has been appointed deputy chair of the Security Council. She previously held the post of deputy prime minister – minister of culture and information. The decree does not specify whether she has been relieved of her previous duties.
Following her appointment, the President set out tasks for her relating to the establishment of the Security Council apparatus. The new apparatus is being created as a separate state body, directly subordinate and accountable to the President.
On the same day, Gizat Nurdauletov was relieved of his post as secretary of the Security Council. Nurdauletov had held this position since 1 September 2023.
WHO HAS BEEN APPOINTED HEAD OF THE GENERAL DEPARTMENT OF THE PRESIDENTIAL ADMINISTRATION
By order of the Head of State, Rinat Zakiuly Mukhametkali has been appointed head of the General Department of the Presidential Administration.
Since January 2025, he had been in charge of the apparatus of the Ministry of Culture and Information.
WHAT APPOINTMENTS HAVE BEEN MADE IN THE MEDIA SECTOR
According to the Ministry of Culture, Lyazzat Tanysbay has been appointed chair of the management board of the Khabar agency. She replaces Kemelbek Oyshybayev in this role.
She has previously worked as vice-minister of communications and information, and as general director of the Astana television channel and the Nur-Media holding. Tanysbay has also headed RTRK QAZAQSTAN and Channel One Eurasia.
CONTEXT
Separately, on 31 August, staffing decisions at the country's leadership level were formalised. Yerlan Karin was appointed vice-president of Kazakhstan, while Olzhas Bektenov retained the post of prime minister.
