President Kassym-Jomart Tokayev has signed a Decree "On certain matters of the Apparatus of the Security Council of the Republic of Kazakhstan and on introducing amendments and additions to certain acts of the President of the Republic of Kazakhstan". The document approved the regulations on the Security Council and its Apparatus.
WHAT TASKS WERE ASSIGNED TO THE SECURITY COUNCIL
The Security Council and its Apparatus are engaged in a comprehensive analysis of global threats and challenges, as well as current aspects of the domestic situation.
A separate area of work relates to monitoring risks in the sphere of national security, the resilience of state governance and the implementation of decisions of the chairman and the Security Council itself.
WHAT POWERS THE DEPUTY CHAIRMAN RECEIVED
The Decree defines a broad range of powers of the deputy chairman of the Security Council. These include organising control over the implementation of acts and instructions of the chairman, as well as decisions of the Security Council, including decisions taken at operational meetings.
The deputy chairman also coordinates the activities of state bodies and organisations on matters of national security, defence capability, legality and law and order.
INFORMATION AND CYBER SECURITY INCLUDED IN THE SCOPE OF POWERS
The document separately identifies matters of information and cyber security, including with the use of artificial intelligence. The sphere of powers also includes the protection of personal data, countering corruption and economic crime, as well as civil protection.
In addition, the deputy chairman of the Security Council coordinates international interaction and the activities of the Security Council Apparatus.
WHO THE APPARATUS OF THE SECURITY COUNCIL REPORTS TO
The Security Council Apparatus is defined as an independent state body which is directly subordinate and accountable to the Head of State.
Its activities are aimed at improving control over risks in the sphere of national security, ensuring the resilience of state governance and providing institutional support for the decisions of the chairman and the Security Council.
WHAT THE IMPLEMENTATION OF THE DECREE IS AIMED AT
The implementation of the assigned tasks is aimed at strengthening the protection of the sovereignty and independence of the Republic of Kazakhstan, territorial integrity, the country's national interests on the international stage and the foundations of the constitutional order.
