The Ministry of Labour and Social Protection of the Population has developed a draft of the Rules for maintaining the state register of psychologists, as well as for including specialists in the register and excluding them from it. The document has been put forward for public consultation until 15 September 2026.
WHY THE REGISTER OF PSYCHOLOGISTS WAS INTRODUCED
The draft order has been prepared by the Ministry of Labour as part of the implementation of the Law "On Psychological Activity". The Law was adopted on 2 July 2026 and, for the first time, established the legal framework for psychological activity in the country.
The initiative to create unified legal regulation came from deputies of the Mazhilis. The Law itself provides for the maintenance of a state register of psychologists and assigns the development of the procedure for its maintenance to the powers of the authorised body in the field of recognition of professional qualifications.
WHICH SPECIALISTS WILL BE INCLUDED IN THE REGISTER
According to the Law, the state register of psychologists will be maintained on the digital platform of the national qualifications system. It will include separate modules for specialists engaged in private practice or working under employment contracts, as well as for psychologists in state organisations and autonomous educational organisations.
The draft rules propose to record and update information on certified specialists. Citizens and organisations will be able to check whether a psychologist holds a valid certificate and obtain information about their qualifications.
WHAT RULES HAVE BEEN SET FOR REGISTRATION
The Law provides for the mandatory registration of psychologists in the state register. Individuals who have not completed registration are not entitled to carry out psychological activity or provide psychological assistance under the Law. Psychologists must complete registration within one year of the Law coming into force.
In addition, the Law defines the grounds for excluding a specialist from the register, while the procedure for inclusion and exclusion is to be established by the authorised body through separate rules. Re-registration after exclusion is permitted after six months.
WHY A UNIFIED DATABASE IS NEEDED
The main purpose of the register is to create a unified mechanism for recording psychologists and verifying their professional qualifications. The Law also provides for the certification of specialists, a professional standard, and a Code of Ethics for Psychologists.
Public consultation on the document will continue until 15 September 2026.
