The prosecutor's office discovered prohibited items in a Pavlodar penal colony

In one of the institutions of the penal enforcement system (PES) of Pavlodar, prohibited items for convicts were discovered during a prosecutorial inspection. A pre-trial investigation has been launched into the incident.

WHAT WAS DISCOVERED DURING THE INSPECTION

According to the Pavlodar Region Prosecutor's Office, inspections in the region's PES institutions were carried out to monitor compliance with the regime and identify channels for the entry of prohibited items.

In one of the premises, 15 smartphones, 6 Wi-Fi routers, wireless and wired headphones, USB cables, flash cards, a Sony PlayStation games console and other items were seized that convicts are prohibited from storing and using.

UNDER WHICH ARTICLE THE CASE IS BEING INVESTIGATED

The Pavlodar Region Prosecutor's Office has registered a pre-trial investigation under Article 371 of the Criminal Code of the Republic of Kazakhstan ("Negligence").

At present, the circumstances of how the prohibited items entered the restricted facility, the channels through which they were brought in, and the persons involved are being established.

In accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan other information shall not be disclosed in the interests of the pre-trial investigation.

CONTEXT

Issues of monitoring compliance with the regime in correctional institutions have arisen in other regions of Kazakhstan as well.

In the Kostanay Region, three mobile operators were brought to administrative liability for exceeding the permitted signal level on the territory of institutions serving sentences. Following the measurements, Kar-Tel LLP ("Beeline"), Kcell JSC and Mobile Telecom-Service LLP ("ALTEL, Tele2") received fines.

A separate incident occurred in Petropavlovsk, where a convict became an accomplice to extortion while in a correctional institution.

The accomplices held two men in a sauna and demanded money from them. To increase the pressure, they connected the convict to a video call, who at that time was in the correctional institution. Under pressure, the men took out online loans of 300,000 tenge and 145,000 tenge.

In 2011, the man was sentenced to 21 years and 9 months of imprisonment. The court of first instance imposed an additional 3 years of imprisonment. Taking into account the previous sentence, the final term amounted to 8 years.
