President Kassym-Jomart Tokayev, during a joint session of the Parliament, outlined the country's development results and identified key areas of state policy in the economy, energy, education, healthcare and the social sector.
WHAT ECONOMIC INDICATORS DID THE PRESIDENT CITE
According to the President, 20 million square metres of housing have been built in Kazakhstan, allowing thousands of families to receive new homes.
Through the Ministry of Agriculture, 1 trillion tenge was allocated for concessional lending to farmers. Exports increased 1.3 times, investment volume grew by 20%, and attracted investments exceeded $20 billion.
The President also noted that the special "Alatau" regime opens up new opportunities for business development. According to him, the goal remains to transform Kazakhstan into a business hub.
Furthermore, a national project has been adopted, under which it is planned to allocate 1 trillion tenge.
WHAT WAS SAID ABOUT ENERGY
According to the Head of State, the country's energy base still consists of oil, gas, coal and other hydrocarbons.
At the same time, the Government is developing green energy. By 2029, it is planned to bring 13 GW of new capacity online, including renewable energy facilities.
The President announced that in March 2026, a project for the construction of coal-fired combined heat and power plants (CHPs) was launched in three cities. He also noted that Kazakhstan possesses the largest uranium reserves, therefore the development of nuclear energy is one of the state priorities. According to him, construction of a nuclear power plant (NPP) is planned to begin in 2027.
WHAT CHANGES ARE TAKING PLACE IN EDUCATION AND HEALTHCARE
The President announced that the first university of artificial intelligence (AI) will open in Central Asia.
He also noted that Kazakhstan became one of the first countries to legislatively regulate AI.
Furthermore, the President named the development of science, the modernisation of universities, and support for young specialists as priority areas of state policy.
According to the Head of State, 584 modern schools have been built in the country.
In addition, 1,300 healthcare facilities have been built since 2019. Average life expectancy has reached 76 years. The President also noted the development of high-tech areas of medicine.
WHAT SOCIAL MEASURES DID THE PRESIDENT HIGHLIGHT
According to Kassym-Jomart Tokayev, over the past 3 years, the salaries of more than 1.2 million people have been increased.
The President stated that state assistance should be provided on a targeted basis. He also noted the adoption of laws on the protection of women's and children's rights, the fight against gambling addiction, and the over-indebtedness of the population.
Furthermore, the Head of State reported that thanks to the persistence of deputies, citizens aged 55 and older have been given the opportunity to transfer to lighter work before reaching retirement age.
WHAT DID THE PRESIDENT SAY ABOUT YOUTH AND NATIONAL VALUES
The President named the upbringing of physically healthy and highly intelligent youth as one of the state's goals.
Speaking about the upcoming National Dombra Day, he emphasised that the dombra is a symbol of the national spirit and quoted Kadyr Myrza Ali: "A true Kazakh is not the Kazakh himself, a true Kazakh is the dombra."
According to the Head of State, the dombra has become a brand representing the Kazakh nation.
