1 July The Head of State signed the Law on Amnesty, timed to coincide with the adoption of the new Constitution. For the first time in the history of independent Kazakhstan, an administrative amnesty has been carried out, affecting around 590,000 people.

HOW THE LAW IS BEING IMPLEMENTED

According to Polisia.kz, the Law on Amnesty was signed on 1 July, described as a wide-ranging act of humanism and mercy.

"The amnesty is a one-off measure of humanism and does not exempt from liability for future offences. If they are committed again, the guilty will be held accountable in full accordance with the law," emphasised the Chairman of the Administrative Police Committee of the Ministry of Internal Affairs, Murat Kabdenov.

For the first time in the history of independent Kazakhstan, the administrative amnesty provides for the release of citizens from paying administrative fines under the articles stipulated by law.

HOW MANY PEOPLE THE AMNESTY AFFECTED

On the part of the Ministry of Internal Affairs (MIA), the administrative amnesty affected around 590,000 people. Enforcement of over 1.3 million administrative penalties totalling more than 22 billion tenge has been terminated in respect of them.

WHAT ELSE THE MIA REPORTED

The MIA called on citizens to obey the law and respect the rights of others, emphasising the importance of the principle of "Law and Order" as the foundation of a safe and just society.
