A member of the Kurultai, Aizhan Aimaganova, proposed that the Ministry of Internal Affairs of the Republic of Kazakhstan (MIA) launch an "Electronic Protection Zone" system for the early detection of domestic violence threats. The initiative came after high-profile killings of women in Semey and Astana.
THE KILLINGS OF TWO WOMEN WERE THE IMPETUS
Aizhan Aimaganova, a former prosecutor, approached the Minister of Internal Affairs, Yerzhan Sadenov, with a proposal to strengthen the prevention of domestic violence.
The member of parliament recalled two tragedies. On 13 July, 20-year-old Dilnaz Zhumagulova, who suffered multiple stab wounds, died in the Abai region. On 23 September in Astana, a former husband killed Zhazira Adauova, a mother of two children.
Aimaganova noted that, despite the toughening of liability for violence and the expansion of preventive measures, such crimes continue.
HOW THEY PROPOSE TO PROTECT WOMEN
The member of parliament proposed piloting the "Electronic Protection Zone" in several regions of Kazakhstan. The system should help the police detect threats in advance and respond promptly to dangerous situations.
The initiative provides for three main steps:
- Launch a pilot project on the basis of the existing IT infrastructure without creating costly information systems.
- Approve a single mandatory algorithm for police action when threat signals are received.
- Automatically record all reports and response measures in order to track who took what actions and when.
WHAT EXPERIENCE THEY PROPOSE TO USE
Aimaganova referred to the experience of France, where electronic monitoring mechanisms are used to protect victims of violence.
According to the member of parliament, Kazakhstan already has the tools of preventive registration and electronic monitoring that could be used to implement the project.
For now, this is only a proposal. The decision on launching the pilot system and the timeline for its implementation have not been specified.
